As Low Earth Orbit satellite services expand, they complement terrestrial networks. The Playbook provides a structured framework for governments to modernise satellite regulation. Existing frameworks often leave gaps, especially for direct-to-device services reaching users without mobile operator partnerships.

Developed with Access Partnership, the guide encourages technology-neutral regulation, ensuring consistency across markets. The GSMA highlights the need for multiple connectivity forms, including mobile and satellite networks, to work in tandem for resilient digital societies.

The Playbook outlines eight regulatory pillars crucial for developing satellite services frameworks, including consumer protection and public safety. The GSMA stresses the importance of technology-neutral regulation for consistent outcomes regardless of service delivery method.
