This strategy aligns with the National 15th Five-Year Plan, showcasing ambitions to leverage Hong Kong's potential amid significant global transformations.

The blueprint focuses on five key areas. To solidify Hong Kong's status as an education hub, plans include expanding Northern Metropolis University Town and increasing research postgraduate positions by 30%. Additionally, new academies will focus on international sectors such as maritime and intellectual property.

Economic strategies involve bolstering the international gold market and tax incentives for relevant trading activities. Development of new industry parks aims to attract businesses, complemented by a proposed amendment for preferential tax rates across various sectors.

Reinforcing Hong Kong as a mediation capital, the government will support international legal entities. Two UN offices, focusing on advanced manufacturing and crime prevention, are set to establish themselves in Hong Kong, reflecting international cooperation intentions.
