Hong Kong Unveils Strategic Vision for Northern Metropolis and Talent Hub
On September 16, 2026, Hong Kong's Chief Executive, John Lee, detailed the First Five-Year Plan for Economic and Social Development (2026-2030). The plan prioritizes developing the Northern Metropolis (NM) and establishing an international hub for high-caliber talent. The Northern Metropolis University Town (NMUT) will integrate education, technology, and industry, aiding Hong Kong's engagement with the Greater Bay Area (GBA).
Chief Secretary Chan Kwok-ki revealed plans for three university towns covering 1,000 hectares. The NMUT aims to enhance Hong Kong's educational and research capacities. The inaugural building is set for completion by year-end. Funding for post-secondary education and scientific research will increase, supporting innovative transformations.
Financial Secretary Paul Chan emphasized talent as a key economic asset. Relaxed visa restrictions and a new short-term training visa aim to attract necessary talents and strengthen Hong Kong's role as a regional training hub. The policy also addresses housing and economic space expansion within the NM.
