Policy Address Highlights Hong Kong's Northern Metropolis Development

Hong Kong SAR Chief Executive John Lee's 2025 Policy Address emphasized accelerating the development of the Northern Metropolis. Key points included reducing construction costs, expediting timelines, and encouraging investment in the area through a "pay for what you build" strategy.

Lee plans to establish a Committee on Development to streamline administrative workflows. Three working groups will focus on development models, planning and construction, and end-to-end process management. A public-private partnership approach is also encouraged, with the Financial Secretary, Paul Chan, leading one of the groups.

A key development will be the San Tin Technopole, aimed at boosting the innovation and technology industry. Cross-border collaboration will enhance its potential, especially in the Hetao Shenzhen-Hong Kong Science and Technology Co-operation Zone.

The address also outlined plans to promote Hong Kong as an international education hub. Measures include increasing places for non-local students and developing universities of applied sciences. A Task Force on Study in Hong Kong will promote higher education in the city.

Furthermore, the Government will foster a low-altitude economy ecosystem, aiming to position Hong Kong as a key hub for innovative applications.
