CNP Assurances wins the call for tenders for the personal risk insurance of 62,000 employees of the City of Paris and its partners

Following a call for tenders, the City of Paris, the number-one regional employer in France, has chosen CNP Assurances to provide mandatory personal risk cover for its employees. Consistent with the existing employer plans, CNP Assurances will offer support and prevention measures for the physical and psychological well-being of the city’s agents.

The call for tenders is part of the reform of the supplementary social protection scheme for civil servants. As a member of the major public financial division (grand pôle financier public) within the La Poste Group, CNP Assurances is a major player in social protection that already protects more than three million civil servants and covers the statutory risks of 18,000 local authorities.

The contract, which will take effect on 1 January 2027, concerns 62,000 of the employees of the City of Paris, the Centre d'action sociale de la Ville de Paris, the Caisses des écoles, Paris Musées (a public institution bringing together all the museums of the City of Paris), Ecole du Breuil, and École des Ingénieurs de la Ville de Paris.

Policyholders will benefit from mandatory cover for incapacity and invalidity risks, as well as a comprehensive prevention system, tying in with the measures implemented by the City of Paris and the members of the consortium, organised in three tiers:

  • To better understand the needs of agents and adapt the measures implemented, CNP Assurances will deploy measurement tools on an annual basis making it possible to pinpoint health and quality of life at work issues with a view to co-building, with the City of Paris, targeted action plans adapted to the realities on the ground.
  • CNP Assurances will offer a range of prevention solutions addressing the main health issues faced by employees. The measures implemented will concern the musculoskeletal disorders and psychosocial risks to which employees may be exposed. Prevention will also cover major public health issues, with campaigns dedicated to sleep, cancer screening, and addictive behaviour, in connection with the initiatives undertaken by the City of Paris and the members of the group with their employees.

Lastly, because certain life events require enhanced support, CNP Assurances will provide the employees with a range of services to support them in periods of personal or occupational fragility. The beneficiaries may notably be referred to expert services and support mechanisms corresponding to the specific difficulties they encounter. A specific pathway will also available to employees to facilitate their return to employment and favour the resumption of occupational activity under the best conditions.

The policy is fully in line with the know-how developed over the past several years with major public and private employers. CNP Assurances supports key players such as Caisse des Dépôts, the Brittany Regional Council, and several ministries, including National Education, Higher Education and Research, Sports, Youth, Community Life and the Ecological Transition. Thanks to its mastery of the entire value chain, from pricing and policyholder management to risk coverage and the roll-out of prevention services and programmes, the Group is able to offer comprehensive solutions based on the best digital tools ensuring a high-performance experience adapted to the challenges of its customers.

“CNP Assurances is confirming its ability to support large local authorities and public employers in the implementation of their social protection strategies. The Group is already an insurer of statutory personal risk cover for the employees of more than 18,000 local authorities and is committed to public employers by covering the full spectrum of supplementary social protection reform and by placing particular emphasis on risk prevention. Together with the City of Paris, which we thank for its trust, we intend to implement this commitment at the service of its 62,000 employees.”
